Make the garlic soy sauce by mixing soy sauce, rice vinegar, sesame oil, and garlic in a small bowl. Set aside. 2. Make the pancakes by whisking flour, cornstarch, and salt in a medium bowl. Stir in cold water. 3. Beat in eggs until blended. Stir in shrimp, green onions, and peppers. 4. In a cast-iron or nonstick skillet, heat 1 tablespoon of vegetable oil at a time over medium heat. 5. Drop in batter, 1 tablespoon per pancake. Cook, turning once, until the top is set and the bottom is golden, about 6 minutes. 6.
