Form mixture into meatballs and cook in a skillet with oil until brown. 2. Add the tomato paste, hot water, basil, pepper, sugar, oregano, and remaining salt to the skillet and stir. 3. Bring to a boil and simmer for about 45 minutes-1 hour. 4. Cook rigatoni according to package directions. 5. Serve meatballs and sauce over rigatoni.
