9 TOWING BEST PRACTICES FOR HOA BOARDS While towing can be a valuable option for enforcing parking violations, you must be consistent in enforcing towing laws. Towing one car for parking in a restricted area but not another shows a lack of integrity and fairness. Before adding towing to your enforcement strategy: • Get educated on towing laws. Some states have strict guidelines on towing, so work closely with your association manager and lawyer to ensure compliance. California, for example, requires physical notice, along with a 96-hour waiting period, before an association can tow a car. • Partner with a trusted company. Avoid companies that lack transparency. Ensure you fully understand a company's towing fees, policies, and processes before signing on the dotted line. • Post towing signs and share rules.
