6 H OA S OV E R T H E Y E A R S (1 9 6 5-1 9 8 0) • 1967: A condominium property act passed in all 50 states, allowing for common-interest housing nationwide. • 1968: The Fair Housing Act prohibited discrimination in the sale, rental, and financing of housing based on race, religion, national origin, sex, handicap, or family status. • 1970: The Uniform Relocation Assistance and Real Property Acquisition Act established minimum standards for federal programs that acquired real estate or displaced people from their homes or businesses. • 1973: The Community Associations Institute (CAI) was formed to meet the ULI's call for a national center for community association information, best practices, education, and advocacy. • 1977: To reduce pollution, the Clean Water Act of 1972, originally developed to reduce and prevent flooding in new communities, was amended to require communities to share areas for stormwater retention, driving many developers to create HOAs to manage the shared space.
