Covenants, Conditions, and Restrictions, also known as CC&Rs,
are the most thorough and comprehensive documents of the
set. Legally binding and filed with the state, they determine the
rights and obligations of the association, board members, and
homeowners. Additionally, the CC&Rs hold power over the other
governing documents if their details ever conflict. Some of those
