Who Oversees the
Budgeting Process?
The treasurer oversees all things financial. They review records for accuracy, help manage essential
accounts, and are closely involved with annual budget preparation. Many financial functions are often
outsourced to an accountant or community manager, and it's the treasurer's job to work with them to
complete everything on time and in compliance with the community's bylaws.
Communities can also establish a budget committee to share the workload. Led by the board treasurer,
the committee should be comprised of homeowners and receive input from the HOA president,
community manager, and the leader of the finance committee. This committee should start with a
business plan and have a timeline for key action items, such as establishing and communicating dues,
budget approvals, notifications, and ratifications.
