37 CREATING NEW RULES The board often has the authority to adopt new rules or modify existing ones. If these rules significantly alter the governing documents, a member vote may be required. The following are five crucial questions every board needs to ask before passing new rules, regulations, and policies: 1. Does the community really need another rule? 2. Is the rule allowed by governing documents and current laws? 3. Is the new rule clear, and can residents easily follow it? 4. Is the rule objectively fair and reasonable? 5.
