Numerous states target the volunteer board members with their legislative proposals. Some bills seek to require a certain number of mandatory trainings for board members, and other bills hold board members personally liable for certain decisions. If these types of bills are enacted, it would be even more challenging to find residents willing to serve as board members. It is unlikely that people would serve if they are forced to attend mandatory trainings or are financially liable for board decisions. BOARD MEMBER AND MANAGER REQUIREMENTS
